While attached, add +10 damage to the Pokemon at the end of your turn. If the Pokemon is hit while Team Skull's Iron Barb is attached, attach it to the attacking Pokemon. (This can be attached to any Pokemon via being hit, but it cannot surpass the limit of Pokemon Tools.)
